The Honorable Emmet L. Cosgrove

The Honorable Judge Emmet L. Cosgrove graduated from the School of Foreign Service of Georgetown University in 1970 and then earned his Juris Doctor from Georgetown University Law Center in 1974.

                Judge Cosgrove was appointed as a Connecticut Superior Court Judge in 2001.  He was appointed as Administrative Court Judge for the New London Judicial District on September 3, 2012, and is the Presiding Judge of the Civil Division.  He also has served in the Hartford, Windham and New Haven Judicial Districts.  He has had assignments in the Criminal, Family and Juvenile Divisions of the Superior Court. 

                Prior to Judge Cosgrove’s appointment as a Superior Court judge, he served in both private and public law practice.  Judge Cosgrove served as an Environmental Legal Analyst for the Connecticut Department of Environmental Protection from 1974 to 1975.  He then joined the law firm of Waller, Smith, and Palmer P.C. as an Associate Attorney from 1975 to 1979, becoming a partner in that firm from 1980 to 1989. Judge Cosgrove then practiced law with Honorable Barbara Quinn, Lois Andrews and James Young in the firm of  Andrews, Cosgrove, and Young P.C. from 1989 to 2001, during which time he also worked as a Town Attorney for the Town of Waterford. 

                Prior to his appointment to the Superior Court, Judge Cosgrove served a Judge on the Mohegan Tribal Gaming Court from 1996 to 2001.  He was also recognized as a Board Certified Trial Specialist by the National Board of Trial Advocacy in 1997.
